Discussion ensued relating to splitting the project but not to increase the cost to the City. Mr. <br />Brown thought maybe a small portion of this project could be built in 1999 with the remainder <br />done in the year 2000. <br /> <br />Councilmember Haas Steffen requested that the City get something from the State that tells us <br />exactly what we have to have done. She added that the City cannot afford to lose out on any <br />money. <br /> <br />Mayor Gamec stated there was some talk that the City could get some help with the right-of-way <br />costs. <br /> <br />Mr. Brown stated that if we move ahead with the first piece, we are foregoing the opportunity to <br />use federal funds and they are not interchangeable. We want to maintain our access to the federal <br />opportunity. If the project is done all in one piece, the City's share would be under $2 million. <br /> <br />Councilmember Haas Steffen stated that the City needs to hear from MnDOT, in writing, if we <br />can stage this project and what we need to do. <br /> <br />Mr. Brown suggested going ahead with the environmental process, the federal environmental <br />assessment, the hearing, the findings of no significant impact, the study report, etc. <br /> <br />Councilmember Haas Steffen reiterated that the City wants something in writing - the City does <br />not want to jeopardize any funding. <br /> <br />Mr. Brown agreed to cover all points in a letter to the City. He advised the City to proceed with <br />request for proposals for the project, stating that it is a federal aid job but that the City has not <br />formally received notice that they will receive the funding. <br /> <br />Discussion ensued relating to the time frame. Mr. Brown suggested being able to begin the <br />project in the fall of 1999 if all goes as planned. Once the study report is approved, the City can <br />begin in whatever area they choose, however, the environmental report has to be for the entire <br />length of the road that is included in the project.
