ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a special meeting on Wednesday, <br />May 6, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Director of Public Works Dean Kapler <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the special meeting of the Road and Bridge <br />Committee meeting to order at 5:07 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: <br /> <br />Lead Link Closure of 158th Avenue in Conjunction with the Apple <br />Ridge Development <br /> <br />City Engineer Jankowski stated that the final plat for the fifth addition of Apple Ridge <br />will be on the May 12 City Council agenda. The issue associated with the fifth addition <br />has been brought up by the public numerous times and that is the closure on 158th <br />Avenue. It would allow emergency vehicles to pass through to the west but would <br />restrict ordinary travel. The traffic analysis prepared estimated that 182 daily trips would <br />be generated from the subdivision to C.S.A.H. #5 using 157th Lane. Mr. Jankowski <br />reported that at the numerous public meetings, concern was expressed from the adjacent <br />existing subdivision that traffic from the Apple Ridge development would exceed the <br />levels identified in the study and adversely impact their quality of life. Because of the <br />T.H. #47 traffic, the residents thought that people would use C.R. #5 more often. If there <br />is a closure on 158th Avenue, between Osmium and Potassium, it would isolate 17 <br />homes, or 170 trips would be forced to go out to C.R. #5.
