Mr. Jankowski was not certain but offered that the development agreement could be <br />amended to reflect that if it does not already do so. <br /> <br />Councilmember Haas Steffen suggested that if the homes are developed in the way it has <br />been presented, traffic patterns will be set up. She felt that the home nearest T.H. #47 <br />would not go back out to C.R.//5. <br /> <br />Director of Public Works Kapler noted that the developer has made a request to join the <br />second and third phase or the third and fourth phase together. <br /> <br />Upon inquiry, Mr. Jankowski responded that the first set of homes would be built by this <br />fall and that the improvements to T.H. #47 will not be completed until the year 2000. <br /> <br />Ms. Hillebrecht-Lamme cautioned that closure of streets pits neighborhood against <br />neighborhood. She referenced the closure of 171 st as an example. <br /> <br />Ms. Purvis suggested a wide walking path without a closure. <br /> <br />Mr. Jankowski stated that it would have to be plowed because emergency vehicles would <br />have to be able to access it. He reiterated that anything that is wide enough for <br />emergency vehicles would also allow cars to get through. He again pointed out that if <br />this road is closed, 17 homes will be forced to go through the existing neighborhoods. <br /> <br />Ms. Purvis felt that people would come through the neighborhood to go to C.R. #57 to <br />avoid the stop lights that will be on T.H. #47. She added that there is a deaf child in the <br />existing neighborhood and added traffic would be dangerous. <br /> <br />Jim Graham, 5920 - 159th Lane NW, did not feel it was a concem that the 17 homes <br />would only have one outlet - he suggested the added traffic is much more a concern. <br /> <br />Councilmember Haas Steffen stated that the 17 homes will not have a choice. <br /> <br />Mr. Graham stated he would rather settle for the 17 homes being forced through the <br />existing neighborhood instead of allowing for all of the homes to go through. <br /> <br />Ms. Hillebrecht-Lamme inquired if a neighborhood has to have two routes for safety <br />reasons. <br /> <br />Director of Public Works Kapler responded yes ~ there should be two entrances and <br />exists. <br /> <br />Ms. Purvis stated the existing neighborhood would rather have 17 homes coming out <br />their way than 121 homes. <br /> <br />Road and Bridge Committee/May 6, 1998 <br /> Page 3 of 5 <br /> <br /> <br />
