CONSENT AGENDA <br /> <br />1) <br /> <br />Receive Anoka County Five-Year Highway Improvement Plan for 1999 - <br />2003 <br /> <br />City Engineer Jankowski presented the 1999 - 2003 Five-Year Highway Improvement <br />Plan for the Anoka County Highway Department, which was accepted by the County <br />Board on May 26, 1998, The plan shows the 1998 component of the Highway Budget <br />and summarizes the projects as well as the sections of the plan. <br /> <br />2) <br /> <br />Receive Notice of Anoka County Plans to Re-direct the CSAH #7 Bridge and <br />Detour Traffic <br /> <br />Mr. Jankowski presented a map which shows the traffic re-route due to the #7 bridge. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case gl: Discuss T.H. #47 Housing Disposition <br /> <br />City Engineer Jankowski introduced Jo Ann Wright and Donna Madson, representing <br />Anoka County Community Action Program (ACCAP). He reported that he and <br />Councilmember Haas Steffen met with ACCAP to look at ways of utilizing the 13 <br />homesteads that will be acquired in conjunction with the T.H. #47 project. They have <br />looked at the outside of the homes and also five or six on the inside. For the most part, <br />the homes are in pretty nice shape. <br /> <br />Jo Ann Wright stated that she is the Development Director for ACCAP, and her job is to <br />work to develop affordable housing. There is a shortage of good, affordable housing and <br />when Councilmember Haas Steffen and City Engineer Jankowski brought the homes on <br />T.H. #47 to the attention of ACCAP, it seemed like a great opportunity. <br /> <br />Donna Madson, Housing Director for ACCAP, stated that the subject houses are the 13 <br />located on T.H. #47 between Nowthen Boulevard and 149th Avenue, all of which are on <br />the west side with the exception of the closest house to Nowthen Boulevard. She <br />presented a map showing the houses numbered from 1 through 13. House numbers 7 <br />through 11 are to be used for transitional and affordable housing. ACCAP would fence <br />the yard and install a driveway. City sewer and water would be installed along with the <br />necessary landscaping. The houses would not be turned around but would have the <br />appearance that they have been. House numbers 1 through 6 and 12 and 13 would be <br />moved or demolished - ACCAP would seek buyers for them and this would help finance <br />the project. It is questionable about whether or not house #5 could be removed as the <br />roof line between the house and the garage is not even. Ms. Madson reported that there is <br />a church interested in purchasing a home plus one of the homeowners has expressed an <br />interest in moving their house.
