He added that this alignment will require no <br />easements and can be pursued in a timely manner. <br /> <br />Upon inquiry, Mr. Jankowski responded that he has had contact with the firm of <br />Hoisington Koegler, the City's planners, relating to this issue. <br /> <br />City Administrator Norman stated that Burger King is anxious to get started and we have <br />just received word from the Metropolitan Council that this area will be in the service area <br />shortly. <br /> <br />Upon inquiry of where the funding would come from, Mr. Jankowski stated it would <br />come from the sewer and water trunk funds. <br /> <br />Mr. Jankowski presented the construction cost estimates for the municipal utilities <br />extension to the Burger King site. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman <br />to consider moving forward with the request for sewer and water to the Burger King site - <br />contact property owners and solicit proposals for the engineering work. Also deal with <br />the business and think through how you will finance this with the businesses in mind - <br />pay attention to the landscaping that is already done in the area. <br /> <br />Motion carried. Voting Yes: Councilmember Haas Steffen. Voting No: <br />Councilmember Zimmerman - he is opposed to the expansion of sewer and water. <br /> <br />Case #4: Report on Storm Water Management Implementation <br /> <br />City Engineer Jankowski stated that he attended a meeting with Charles LeFevere and <br />discussed a number of issues relating to storm drainage. Discussion included <br />mechanisms for a city to generate revenue to implement a storm water management plan. <br />Options and liabilities were talked about if the City would take over a County ditch <br />project. With regard to a County ditch, Mr. LeFevere has said it's probably not possible <br />for the County to convey ditches to the City but they can convey it to the Water <br />Management Organization (WMO) and then the WMO can make a deal with the City if <br />we want to obtain physical custody of ditches. He will also look into joint powers <br />agreements or see what other cities have with Anoka County. <br /> <br />Councilmember Haas Steffen stated they have an agreement with Coon Creek Watershed <br />- the County assigned jurisdiction to the WMO and the WMO assigned jurisdiction to the <br />City. The WMO can have the taxing authority. We will have to get into an agreement <br />with the WMO for legal jurisdiction to clean ditches and assess back in some manner. <br /> <br />Mr. Norman stated that he inquired of Mr. LeFevere to find out why the County does not <br />clean ditches and maybe we need to have that in written form. <br /> <br />Road and Bridge Committee/July 21, 1998 <br /> Page 5 of 8 <br /> <br /> <br />
