Mr. Jankowski stated he had promised to do a study about getting an outlet directly to the
Mississippi without Anoka.

No action was taken by the Committee. An update on the storm water management
implementation will be presented on the August 18 Road and Bridge Committee meeting.

Case//5: Consider Authorization of T.H. #47 Property Appraisals

City Engineer Jankowski reported that up to now, the T.H. #47 project has been right on
schedule, however, we have not submitted the Environmental Assessment Worksheet to
MnDOT because the County has been talking to SRF about making minor changes to the
alignment of C.R. #5 intersection. We will be getting that EAW out to MnDOT this
week. Following that it will go to the Federal Housing Administration and then we will
hold the public hearing. We are about a month behind schedule. The offers on the
houses have been pushed out to November. We contemplated starting the appraisal
process before the finding of no significant impact. We will be working with Bud Storm
to do appraisals on the 13 homesteads. He will have them ready by the next City Council
meeting.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to obtain at least two proposals from Mr. Storm for appraisals of the 13 properties for the
T.H. #47 STP project.

Motion carded. Voting Yes: Councilmembers Haas Steffen and Zimmerman. Voting
No: None.

Case #6: Change Order for Well No. 4 Pumping Facility

City Engineer Jankowski stated that the City Council had authorized an alternate at the
time of bidding award (Project #98-13, Well No. 4 Pumping Facility) which anticipated
providing a temporary control panel so that the well could be used during the peak
summer demand period. The permanent control panel would not be available until
September. It was anticipated that the well pump would be available to place in the well.
However, because there was an extended period of well development, the final well was
not ordered as soon as had been anticipated, and consequently is not available now that
the temporary control panel is in place and the well is ready to start producing water. The
change order requested is in the amount of $2,000 to cover the installation and removal of
a temporary pump by the contractor. The money is expected to come from the project
budget, which will be less than the award amount. Some moneys have been saved on
restoration, which will not be necessary because of the County Road #116 project.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to recommend Council approve the Change Order No. 3 for Improvement Project #98-13
(Well No. 4 Pumping Facility) in the amount of $2,000.

Road and Bridge Committee/July 21, 1998
