ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a special meeting on Tuesday, <br />September 8, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Director of Public Works Dean Kapler <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the special meeting of the Road and Bridge <br />Committee to order at 5:38 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />CONSENT AGENDA <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Consider Change to C.R. #116 Project <br /> <br />City Engineer Jankowski pointed out that the reason for this special Road and Bridge <br />Committee meeting is that staff has been talking to Mr. Bill Howard, the Construction <br />Engineer for the C.R. #116 project. The plan was to build a berm with top soil. It was <br />anticipated that approximately 20,000 cubic meters of topsoil would be available to <br />construct a three meter (nine-foot) berm along a 90~foot wide strip of property that the <br />City owns immediately south of these homes. The construction engineer has advised that <br />the 20,000 cubic meters may not be available. This berm was intended to provide some <br />buffer of the new highway from these residential properties, but upon closer inspection, <br />the berm may not provide the desired results. It may be more effective to plant some <br />trees along this strip of land to achieve the visual screening from the homes. Mr. <br />Jankowski recommended that a row of evergreen trees be planted along the southern <br />property lines to provide screening for homes most exposed to the visual impacts of the <br />highway.
