)
----

CITY COUNCIL WORK SESSION
Topic Report: Utility Billing Services
By: Diana Lund, Finance Officer

Cit] Of It
RAMSEY

Background:

Utility billing services were discussed at the worksession of March 27, 2007. Due to a
shortage of time; staff was requested to bring it back to a future worksession.

Currently, the City of Ramsey contracts with Connexus Energy to handle its billing and
collection services related to utility billing. The City has outsourced its billing to
Connexus Energy since about 1994 and currently pays about $56,000 a year for their
services. At prior worksessions/committees, council had inquired about the l.anguage
contained. within the City's contract with Connexus Energy. A copy of the contract is
attached for review. It should be noted that the City's contract with Connexus contains
the same terms as a neighboring City's contract with Connexus. Thus, any desired
changes to the current contract may be difficult to get amended.

Attached are the pros and cons related to in-house versus outsourced billing, with the
major item being cost.

Action Statement:

Based upon Council discussion.

CCWS: 4/10/07
