He stated <br />part of the challenge of this Council is to put land to the best use, and this is likely the best use of <br />the land here. <br /> <br />Consensus of the Council (with Councilmembers Dehen and Look having expressed opposition <br />to the project) was as follows regarding additional revisions to the elevations: <br />. Staggering of the buildings as included in page no. 9 of the Council packet (marked as 2nd <br />Submittal) <br />. Staggering should include the roofline, with the possibility for hips and angles on the <br />different buildings <br />. Landscaping between and around the buildings <br />. Eliminate outside storage <br /> <br />Councilmember Dehen stated he would like to see enough room in the garages to accommodate <br />the garbage dispensers. <br /> <br />Mr. Murphy indicated the garages will likely be in the range of22' by 22', rather than the 19' by <br />19' size that is seen in most projects. <br /> <br />Associate Planner DaInes indicated the preliminary plat and Comprehensive Plan Amendment <br />for this project will be included on an April City Council meeting agenda. <br /> <br />2) CBR Development Sketch Plan <br /> <br />Associate Planner Dalnes stated CBR Development has submitted a sketch plan application to <br />develop six, single-family lots on the property located east of Nowthen Boulevard and north of <br />Sunwood Drive. The site currently holds a vacant farmhouse constructed in the late 1800s. The <br />plan has been revised form the original proposal for 10 attached towI)home units, based on the <br />Planning Commission's concerns with density, rezoning to R-2, road configuration and access, <br />and compatibility with the surrounding neighborhood. Ms. DaInes stated the site is 1.9 acres, <br />and the proposed density, rezoning to R-2, road configuration and access, and compatibility with <br />the surrounding neighborhood. Ms. Dalnes stated the site is 1.9 acres, and the proposed density <br />is 3.16 units per acre. She outlined the following concerns of staff with the revised proposal: <br />1) Public right-of-way, Typically, at least one public street is required through all <br />developments. One private street is proposed. <br />2) Double-frontage. Two of the homes are proposed to back onto Nowthen Boulevard and <br />front onto the private road. <br />3) Over-extended hammerhead. City Code limits the use of hammer-head road <br />configurations to 200 feet. This is proposed to be approximately 270 feet in length. A <br />cul-de-sac turnaround is required. <br />4) County road concerns. Anoka County submitted comments regarding this development, <br />stating that the proposed access does not meet access spacing guideline (from Sunwood <br />Drive) and that turn lane construction would be required. <br /> <br />City Council Work Session I March 20, 2007 <br />Page 9 of13 <br />
