CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, January 13, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Acting City Administrator Linda Waite Smith <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the City Council to order at 7:01 p.m. He called <br />upon Boy Scout Troop #392 from Andover to lead in the Pledge of Allegiance to the Flag. They <br />also recited the Boy Scout Oath and introduced themselves to the Council and public. <br /> <br />PRESENTATION BY DEAN KAPLER <br /> <br />Mayor Gamec welcomed Dean Kapler as full time Fire Chief/Director of Public Works. <br /> <br />Fire Chief Kapler summarized the process used for choosing officers and then announced the <br />Fire Department Officers for 1998, as follows: Tom Hoxter as Assistant Fire Chief, Bob <br />Simpson as Captain #11, Jim Sharp as Captain #12, Jon McLaughlin as Lieutenant #1, Chris <br />Weiss as Lieutenant #2, and Ron Lemm as Training Officer. <br /> <br />PRESENTATION OF FOCUS GROUP SUMMARY BY FRED HOISINGTON <br /> <br />Fred Hoisington of Hoisington, Koegler, Inc., presented Council and the public with a summary <br />of the discussions during the focus groups. A conclusion derived from the focus group was a <br />great distrust of government, with the Metropolitan Council being at the top of the list. He was <br />concerned about that and suggested that the City needs to be a responsible member of the <br />Metropolitan Council. Mr. Hoisington announced he would come back with a couple of different <br />concepts and that he would make sure that the concepts are as "real world as possible". He felt <br />he really didn't hear the same comments at the focus group meetings as he had at the visioning <br />session. Quality of life and green space appeared to be important. What was heard at the <br />visioning session will be incorporated in the second concept/alternative.
