COMMISSION BUSINESS <br />Case #1: 2007 Park CIP Projects <br />Parks Supervisor Riverblood reviewed the projects in the 2007 Pazk CIP with the Commission. <br />He noted the projects are primarily funded by [he Park Trust Fund and Lawful Gambling <br />Lmprovement Fund. <br />Pazks Supervisor Riverblood explained Phase 3 development of Elmcrest Pazk which will consist <br />of trees, shrubs and perennial plants throughout the park, an azohed bridge on the most northerly <br />wooded trail, the addition of a couple of zones of irrigation; and possibly a modest pazk entry <br />sign far the neighborhood connection at Uranium Street if the budget allows. <br />(The first part of the third phase of Elmcrest's development was the base bid irrigation and a <br />small portion of the landscape materials; and was approved by City Council in November of <br />2006 at $55,000.) <br />The landscape element is significant with many hundreds of shrubs and flowers, as well as 230 <br />cubic yards of hazdwood mulch. Ramsey Cub Scout and Boy Scout Troops #362both have <br />volunteered to perform the majority of this pazt of the project with staff on the third weekend in <br />May. This volunteer labor contribution is estimated in excess of $8,000. <br />Chairperson Johns asked if the bridge will replace a part of the bituminous path at north part of <br />the park. <br />Pazks Supervisor Riverblood responded yes, and indicated the bituminous path does flood at <br />times and they will use the bituminous path for the abutments for the bridge. <br />Riverblood reviewed the Fox Park boazdwalk project. As part of the 1995 development of the <br />pazk, a boardwalk was constructed to connect two halves ofnon-wetland area in the park. Storm <br />events and other factors necessitate its replacement. <br />He noted they would like to replace the north and south parts of the boardwalk with an eight foot <br />wide boardwalk. This would be an approximate $12,000 expense. <br />Chairperson Johns wondered if [hey will be keeping the seating area. <br />Parks Supervisor Riverblood indicated they would. <br />Motion by Commissioner Olds, seconded by Commissioner Shryock, to recommend City <br />Council approval of the 2007 Capital Improvement for Elmcrest and Fox Parks. <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Shryock, Barr, Hansen, <br />and LaMere. Voting No: None.
