Mayor Gamee stated that there is a development being planned for Elk River that will have <br />approximately 320+ homes. Traffic is increasing. We are concerned about the amount of traffic <br />that will generate on C.R.//83 and we will propose a couple of outlets. One is behind the trailer <br />park on #83 and another is between #83 and coming out by Houle Oil on Highway #10. County <br />Road #83 has real heavy traffic. There is talk about putting a center island all along #10 up to <br />#83. Another thing the City is looking at is traffic lights for the intersection of//116 and <br />Dysprosium, however, he did not know if it would be approved. <br /> <br />Mr. Droegemueller commented on the City losing the right to buy land for a park near the <br />proposed Apple Ridge development. He wondered if it would be possible to pick up land in the <br />future. <br /> <br />Mayor Gamec stated that the money from Apple Ridge would not be available all at once. He <br />said maybe money could come from somewhere else but he really wasn't sure. The land Mr. <br />Droegemueller is referring to is not sold as yet. He reiterated that the entire area of financing has <br />to be reviewed. <br /> <br />Mr. Droegemueller stated that one of the most frustrating things is to work without any tax <br />dollars for parks. We have parks that still need to be developed and there's no money to do it. <br />Even though we need transportation funds, we have to have a place for people to go within the <br />City to recreate. Trails and parks are important. If we do not purchase these lands soon, they <br />may not be there to purchase later. <br /> <br />Councilmember Haas Steffen stated that Council should ask the Commissioners to give them <br />their list of priorities. She added that it really frustrates her that the City has to put $1.5 million <br />into improving a State road to get it done. She stated that she is interested in looking at an <br />overall picture of what we can use various funds for. <br /> <br />Mr. Droegemueller thought that Ramsey might be the only city that does not put tax dollars into <br />their parks. <br /> <br />Councilmember Haas Steffen reminded Mr. Droegemueller that other cities did not have land fill <br />dollars for parks either. <br /> <br />Mr. Droegemueller agreed, but noted that the landfill fund is dwindling. <br /> <br />Mayor Gamec agreed that the City may have to look at new ways of funding parks. He talked <br />about the field usage and the demand for parks that comes from the youth groups. <br /> <br />Mr. Droegemueller stated that his attitude is more City usage - not so much youth. We need <br />green space - we need parks developed. We have to put together some kind of long-term goal for <br />park development. He added that we have to do a better job of connecting trails - they should go <br />in a circle - you should not go to the end and then turn around and go back. <br /> <br />Mayor Gamec stated that bonding may be a solution. <br /> <br />Council-Commission-Staff Work Session/February 17, 1998 <br /> Page 4 of 6 <br /> <br /> <br />
