Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct staff <br />to work with the applicant with regard to concerns about parking, outside storage, on-site septic <br />system compliance, and a blacktop driveway. Work out a reasonable time frame for <br />blacktopping, review the existing ordinances relating to outside storage and explain in the <br />findings why this situation is unique. Go forward in the affirmative and place on the March 10, <br />1998, Council agenda. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting <br />No: Councilmember Zimmerman. Absent: Councilmember Beahen. <br /> <br />Case #2: <br /> <br />Request for Final Plat Approval of Anoka Independent Grain & Feed <br />Addition; Case of David Petersen <br /> <br />Zoning Administrator Frolik stated that David Peterson, who is present, is requesting final plat <br />approval to subdivide his commercial property on Highway #10 into three lots. Lano Equipment <br />plans to purchase what is shown as Lot 1 and transfer their business to that site. The proposal is <br />for three lots which all meet the minimum lot size. All lots will have access to Highway #10 via <br />two existing accesses. She explained that Lots 1 and 3 have their own septic system and well <br />and Lot 2 has a septic system but gets water from Lot 3. These would be private easements and <br />there would be no park dedication. The Planning Commission is recommending final plat <br />approval. <br /> <br />City Attorney Goodrich explained that an issue has risen with regard to the storm water <br />management fee. That's an impact fee issue. Mr. Goodrich had spoken with Mr. Petersen's <br />attorney and he (Goodrich) plans to do further review of the issue. He recommended that if <br />Council approves Mr. Petersen's request, they should do so subject to his (Goodrich) decision <br />with regard to the storm water management fee - whether or not we can charge it. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #98-02-034 granting final plat approval to Anoka Independent Grain & Feed <br />Addition contingent upon the developer entering into a development agreement with the City and <br />resolution of outstanding issues raised by MnDOT and upon review of the storm water <br />management fee by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #3: Request for Final Plat Approval of Apple Ridge; Case of Good Value Homes <br /> <br />Zoning Administrator Frolik stated that the City has received a request from Good Value Homes <br />(d.b.a. Oakwood Land Development, Inc.) for final plat approval of Apple Ridge. The property <br />is located west of T.H. #47 at about 157th and 158th. The preliminary plat for Apple Ridge <br />approved on June 24, 1997, consisted of approximately 58 acres proposed to be developed into <br />127 single family lots served by sanitary sewer and municipal water.
