Mayor Gamec agreed that the issue of speeding has been discussed several times. There are
seven areas identified in the City that are more problematic than others and more patrolling has
been added in these areas. The Road and Bridge Committee will be discussing traffic calming at
their March 17 meeting. He suggested that when C.R. #116 is completed, it will take some of
the traffic pressure off the neighborhood streets.

Marguerite Henke, 14311 Armstrong Boulevard NW, Ramsey, requested that City Council table
their decision on the moratorium exception request of Diamonds Sports Bar and Grill.

Trude Mattila, 7451 - 149th Avenue NW, Ramsey inquired what the purpose of the radar trailer
is in their neighborhood.

Police Chief Gustafson responded that the radar trailer is on loan from the State Patrol. It
monitors the number of vehicles and the speed at which they are traveling. It will not, however,
identify the vehicle nor will it tell us if it is traveling east or west. It strictly records and displays
speed. He suggested that if someone in the neighborhood sees a car exceeding the speed limit by
10 miles per hour or more, the license plate number and description could be given to the police
and they could pay a personal call on these people. That would be a supplement to the action the
police are already taken.

Ms. Mattila expressed concern about the zoning on the comer of 149th and Ramsey Boulevard.
If this is developed with a business, she felt it will make the traffic problems worse. She asked
that Council give strong consideration as to whether or not this property is correctly zoned.

APPROVE AGENDA

Zoning Administrator Frolik noted that Case #8 has two parts - A and B. She disseminated a part
C and asked that Council add it to the discussion.

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve the
agenda as amendment.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beyer, Beahen and
Haas Steffen. Voting No: None.

CONSENT AGENDA

Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to approve the
following items on the Consent Agenda:

1)
2)
3)
4)
5)
6)

Receive City of Ramsey Report of Pooled Cash Flows Period Ended February 28, 1998
Receive Building Report for January 1998
Receive Building Report for February 1998
Receive Parks and Recreation/Utilities Monthly Report for February 1998
Receive Public Works Monthly Report for February 1998
Note the following Committee, Board and Commission Meeting Minutes:

City Council/March 10, 1998
