CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a regular meeting on Tuesday, April 14, 1998, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Carolyn Beahen
Councilmember Sheila Beyer
Councilmember Gerald Zimmerman

Members Absent: Councilmember Natalie Haas Steffen

Also Present:

City Administrator James E. Norman
City Engineer Steve Jankowski
Acting Finance Officer Diana Lund
City Attorney William Goodrich

CALL TO ORDER

Mayor Gamec called the regular meeting of the City Council to order at 7:02 p.m. and led in the
Pledge of Allegiance to the Flag.

CITIZEN INPUT

Randy Keyser, 16967 Bison Street NW, Ramsey, stated the condition of his road is really poor.
Because there is no mn-off when it rains, people get stuck in the middle of the road. Also, he
reported there are three to four inches of sand drifts that blow into his driveway. He recollected
that there was a petition, signed by 100% of the property owners, for that street to be paved, but
nothing was done. The only maintenance this road gets is the occasional grading. He asked staff
to look into what it would take to get this road paved. He wasn't sure whatever happened to the
petition for paving.

Mayor Gamec stated that, upon review of streets, in most cases, Council would prefer that roads
be blacktopped. However, some people still do not want that done. The cost is too prohibitive
for the City to do as there are other projects that have to be done. He suggested a public hearing
on the project would be possible and added that staff would check to see if a feasibility study has
been done on this street. He asked that staff add this issue to the next Road and Bridge
Committee meeting.

Mr. Keyser thought that even a base on the road would help.

Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey, commended the City on its efforts to
keep people informed of the Comprehensive Plan process, referring to the Comp Plan

City Council/April 14, 1998
