Councilmember Beahen wondered how we would meet compliance. <br /> <br />Mayor Gamec pointed out that the Anoka County Sheriff's Department has added two jet skis <br />and it would be Anoka County that would regulate and control the river. <br /> <br />Mayor Gamec thanked Mr. Fursman for his presentation and announced that the Ramsey City <br />Council would conduct a public hearing on May 26, relating to no-wake zones on the Rum <br />River. <br /> <br />CITIZEN INPUT <br /> <br />Trudy Matilla, 7451 - 149th Avenue NW, stated she found out yesterday that the City is not <br />preparing a feasibility study for a cul-de-sac. She pointed out that she has submitted two <br />petitions and she is present to submit a third petition for a cul-de-sac on 149th Avenue. <br /> <br />City Engineer Jankowski stated he was directed to prepare a feasibility study for a cul-de-sac, <br />however, there was no direction given as to where it would be placed. He was told that the <br />location would be discussed at the Road and Bridge Committee meeting. At the Road and <br />Bridge Committee meeting, some representatives of the neighborhood indicated they would like <br />to pursue a horseshoe barrier as being a solution for the neighborhood. He stated he cannot do a <br />feasibility study for a cul-de-sac because it has not been determined where the cul-de-sac should <br />be. He has, however, done some research on a diagonal diverter (temporary) and a feasibility <br />study may not be necessary because of the small cost of it. He suggested that it may be <br />temporary also - maybe three months. <br /> <br />Ms. Matilla thought that both feasibility studies (cul-de-sac and barrier) would be done parallel <br />to each other. <br /> <br />Council accepted the petition from Ms. Matilla requesting a cul-de-sac. <br /> <br />City Attorney Goodrich stated that a petition does not authorize staff in any way to commence a <br />feasibility study. It appears that the residents believe a petition gives them the right to order a <br />feasibility study. That has to be directed by Council. <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard NW, referenced his property at 14542 Nowthen <br />Boulevard NW. He stated he has pending assessments and he cannot develop his property <br />because of the development moratorium. He asked City Council to waive the moratorium in his <br />case because he cannot even get a building permit on R-3 zoning. <br /> <br />Mayor Gamec stated that the policy is to present the requests for waiver of the moratorium to the <br />Hoisington Koegler Group for review. There is a $250 charge billed out for reviewing and then <br />they make a recommendation to Council as to whether or not the moratorium should be waived. <br /> <br />Mr. Deemer objected to the $250 charge because his project was in progress in 1996. He felt his <br />property should have been excluded when Council excluded the others that were in progress at <br />the time. He felt that if the moratorium would have only been for the six months, it would not <br />have mattered, however, with the extensions, it is now causing a hardship. <br /> <br />City Council/April 28, 1998 <br /> Page 4 of 12 <br /> <br /> <br />
