noted that Hoisington Koegler (the City's Comprehensive Plan planner) will be meeting
with the Park and Recreation Commission in June on this issue.

Council suggested that an alternative place for a fifth community park should be
determined as the parcel on #47 may not be available.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to authorize staff to contact landowners to .determine potential park acquisition
availability and costs and also to include the area south of City Hall.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman
and Beahen. Voting No: None. Absent: CouncilmemberBeyer.

Case #9: Report from Road and Bridge Committee

It was noted that the lead link closure of 158th Avenue in conjunction with the Apple
Ridge development had already been discussed. The other item for action was a change
order for casing pipes for Project #98-13. The Road and Bridge Committee
recommended Council authorize it because it greatly reduces the cost of excavating the
roadway for repair, it avoids patching of a major county arterial roadway, it eliminates
inconvenience caused by traffic control associated with detouring of the highway during
repair, and it greatly increases the safety of the workers by making the repair outside of
traffic.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to authorize Change Order #1 in the amount of $24,380 for existing and future casing
pipes with regard to C.R. #116 crossing.

Further discussion: Councilmember Haas Steffen suggested that staff write a letter to
Anoka County Commissioner Dennis Berg requesting that the County consider making
casing a requirement.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman
and Beahen. Voting No: None. Absent: Councilmember Beyer.

Doug Fountain, 15255 Garnet Street NW, Ramsey, asked to have a street sign replaced
for 152nd Avenue at 152nd Avenue and Ramsey Boulevard.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to put up a street sign at 152nd and Ramsey Boulevard.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman
and Beahen. Voting No: None. Absent: Councilmember Beyer.

City Council/May 12, 1998
