Councilmember Haas Steffen stated she wanted to look at trails. She suggested it go out <br />somewhere either behind the south side of 149th where the PUD is and all the way over <br />to #83 and move the crosswalks to align to the Tom Thumb. The crossing on/456 could <br />be a four-way stop at #56 and #116. <br /> <br />Mr. Norman stated there are other areas of the City that are a higher priority. <br /> <br />Councilmember Haas Steffen thought that to correct a situation where they are not getting <br />a park, we should be moving up this trail on the priority list. This trail should possibly be <br />tied in with the extension of C.R. #116. <br /> <br />Mr. Norman presented a map showing the projects in the CIP and those that are not yet in <br />the CIP. For purposes of discussion, numbers were "plugged in" for a community center. <br /> <br />Mayor Gamec expressed a strong interest in Ramsey having a community center and <br />suggested the City meet with the Anoka Hennepin School District. <br /> <br />Mr. Norman asked Council for more direction on the CIP. <br /> <br />Councilmember Haas Steffen stated she has a concern in the Road and Bridge area of the <br />CIP - the blacktopping of every single road in the City. She mentioned the drainage <br />problem on 164th and that there's a special assessment process for ditch cleaning. She <br />wondered what the Water Management Organization is doing and suggested getting <br />together with Anoka County to find out the process for ditch cleaning and asked that the <br />City Attorney advise the Council on this issue. She noted three projects that involve <br />ditch cleaning. People have to petition for this and they will be assessed - whoever <br />benefits from it. She felt that this type of thing does not belong in the City's CIP. <br /> <br />Mr. Norman offered to check into the process for ditch cleaning -specifically for Ditch <br />56, 43 and 3. <br /> <br />Mayor Gamec inquired about the retention pond on the Huseby property. <br /> <br />Councilmember Haas Steffen stated that the County does not have control of anything <br />there as long as Mr. Huseby is alive. <br /> <br />Council asked that staff get more information back on the Huseby property - check with <br />the County to see where they are at. <br /> <br />The work session recessed at 8:40 p.m., and reconvened at 8:50 p.m. <br /> <br />Case/43: Consultant Presentation of Funding for Major Capital Projects <br /> <br />Dan O'Neill, Executive Vice President of Springsted, presented a brief resume'. <br /> <br />Council Work Session/May 19, 1998 <br /> Page 8 of 10 <br /> <br /> <br />
