Dr. Roger Giroux welcomed everyone to the meeting and recognized the purpose of the <br />meeting is to meet one another and discuss issues that affect the three cities and the <br />school district. <br /> <br />Richard Fursman, Andover City Manager, stated that discussions have taken place with <br />communities regarding the possibility of a community center that could serve Anoka, <br />Andover and Ramsey. Discussion needs to take place to determine specific needs and <br />ideas and what could be programmed into that facility. He noted that through the Youth <br />First organization and the Anoka County Community Consortium, discussions have also <br />been held with regard to the need for a community center. Because of this being a major <br />expense, discussions have included the idea of a joint venture with the three cities as the <br />partnership - something on the common boundaries. Space needs of the School District <br />could be met with a community facility. Mr. Fursman also noted an interest for a new <br />high school in Andover. <br /> <br />1) No Wake on the Rum River <br /> <br />Andover City Manager Fursman noted that the three cities share a border on the Rum <br />River. Anoka has a no-wake zone and residents of both Andover and Ramsey are asking <br />about control of the speed along the riverbanks because of an erosion problem. The cities <br />have been having discussions about this for approximately 18 months. It has come down <br />to Andover and Ramsey coming up with the same type of plan. Mr. Fursman presented a <br />map of the Rum River showing proposed no-wake zones. (Such map is included with <br />these minutes as Exhibit A.) He noted that the Andover City Council has accepted this <br />proposal. <br /> <br />Ramsey Mayor Gamec reported that some residents are very upset that we have talked <br />about the entire river being under a no-wake. <br /> <br />A general discussion about what the no wake zone should cover, fishing, convenience, jet <br />skis, and patrol of the no wake zone followed. <br /> <br />Ramsey Mayor Gamec reported that the Cities of Andover and Ramsey had kind of <br />agreed with a concept presented at Ramsey's Council meeting by the City of Andover. <br />He noted that Ramsey is advertising its public hearing on the no wake for the whole fiver <br />but will decide at a later date which exact areas would be included. <br /> <br />2) Community Center <br /> <br />Ramsey Mayor Gamec reported that he, along with City Administrator Norman, Andover <br />City Manager Fursman, and a Park Commission member attended a seminar on <br />community centers. There is a strong number of people in Ramsey who have been asking <br />about a center.
