Ramsey Councilmember Haas Steffen stated that the City has not met with the residents
and is uncertain as to community support.

School Board Member Manning suggested the least expensive way to develop
programming is through the use of school facilities and the community education
program. Andover City Manager Fursman noted that city subsidy to the community
education program does not lower the cost of the program. School Board Member
Maturing commented on community education programming. School Board Member
Peterson stated that when the District spends money on anything but basic education,
boardmembers receive comments and complaints. Anoka Mayor Beberg stated that it is
incumbent upon the group to get citizens in their respective communities to "buy in" to
the program.

Councilmember Haas Steffen agreed with an earlier comment that a few of the people at
this evening's meeting could sit down and talk things over and come back to the larger
group with a proposal. She also suggested that it would be nice to have Anoka County
involved in the process.

Andover Councilmember Orttel commented on southern suburbs starting their own bus
services.

School Board Member Sullivan suggested looking at a policy of charging groups that are
trying to raise money for a valuable cause.

Ramsey Councilmember Haas Steffen felt confident that if Dr. Giroux and the three
mayors "put their heads together" that they would come up with a plan.

Dr. Giroux stated that them are no plans for a fifth high school and provided information
of the challenge before the District due to the number of students, and finally, deferred
his chair to Donna Studer to meet with the three mayors.

Anoka Councilmember Weaver expressed a thank you to the school district for hosting
the meeting.

ADJOURNMENT

The joint meeting of representatives of the Anoka-Hennepin School District #11, and the
Cities of Andover, Anoka and Ramsey adjourned at 8:45 p.m.

J~~ Norman
· 5tt~~inistrat°r,
Joint Meeting/May}l~; 1998

Ramsey
