recreational facilities along the river which justify a need to get to or from in a hurry. <br />The river is the recreational facility. <br /> <br />There is also a significant public safety issue present. The river is home to dozens of <br />canoers every weekend, and these vessels would be in serious danger of being swamped <br />by passing boats travelling at wake speed.
