Councilmember Haas Steffen stated this is correct since it will address the majority of the <br />complaints and make it easier for the Anoka County Sheriff's Department to patrol and cite <br />ordinance violations. <br /> <br />Councilmember Beahen stated that she would like to see the no wake zone extended to include <br />Area 3 due to the fact that there is residential housing along that area and it would include the <br />Boy Scout Camp as well. She stated that she is not as concerned with Areas 1 and 2. <br /> <br />Councilmember Beyer stated her support and noted there is a lot of canoe activity at the Boy <br />Scout Camp area. <br /> <br />Councilmember Haas Steffen suggested the City look at the depth of the River to see if it makes <br />any sense to go that far up river. She stated that there should be no danger for canoes if the River <br />is shallow since high speed boats could not use it anyway. She suggested that staff determine the <br />River depth in that location. <br /> <br />City Engineer Jankowski stated he was on the canoe tour of the Rum River and found the depth <br />is variable with some areas being very shallow and others being deeper. <br /> <br />Mayor Gamec stated that four feet is about the deepest area of the River in the Boy Scout area <br />which is by the island. <br /> <br />Councilmember Beahen stated if it is designated as a no wake zone, it is a non-issue if the River <br />is shallow. <br /> <br />Douglas Fountain 15255 Garnet Street NW, stated he has the impression from the Council that <br />there is some relationship with wake to the size of the motor and the depth of the water. He <br />advised that propulsion systems are now available that need only inches of water to run. Mr. <br />Fountain explained that when considering a wake, you need to consider the water disturbance <br />behind the boat and there is no direct relationship between the size of the motor or the size of the <br />boat. <br /> <br />Mayor Gamec asked if the Council supports adding Area 3. <br /> <br />Councilmember Beahen stated that she supports a no wake zone including Area 3 and the 5.2 <br />mile marker to the border. <br /> <br />Dave Perkins, 15775 Juniper Ridge Drive, stated there are no residents here tonight to complain <br />about that area and asked why it would be added as a no wake zone. He stated that the Rum <br />River is a Scenic River and threatened to take the City to court. Mr. Perkins stated he does not <br />want buoys in it and noted that the Rivers Bend area is the one having the problem and it is not <br />fair to penalize the rest of the River. <br /> <br />City Attorney Goodrich noted the consideration would be to add descriptions to the ordinance. <br />He stated that staffwill need to prepare a description for that specific area. <br /> <br />City Council/June 9, 1998 <br /> Page 7 of 27 <br /> <br /> <br />
