<br />Commission Business <br /> <br />Acting Chairperson Levine called the regular meeting of the Planning Conunission back to order <br />at 7:37 p.m. <br /> <br />Commissioner Van Scoy asked what the mechanism is for changing the right-of-way from 60 <br />feet to 45 feet. <br /> <br />Assistant Community Development Director Frolik replied City Code establishes right-of-way <br />for service roads at 45 feet. Given the proximity of this plat to CR 5 it was agreed by staff to use <br />the service road requjrements. Secondly, the R-2 residential density requires a main public spine <br />street through all multi-family developments; it requires a public road, not just public frontage. <br /> <br />Commissioner Cleveland requested input from staff regarding the access to this development <br />being directly across from the Lord of Life entrance versus what has been included in the plat. <br /> <br />City Engineer Jankowski indicated in all cases it is desirable to have accesses line up across from <br />each other. This is a unique situation in that it is not a public road; it is a driveway into the Lord <br />of Life complex, which likely has heavy usage at certain periods. The other issue is that to have <br />the access line up directly across from the Lord of Life entrance is not within the ability of this <br />developer; as the access would have to move north and he does not control that property. <br /> <br />Commissioner Brauer stated Chairperson Nixt had strong feelings about the original plat for this <br />parceL He has reviewed the minutes of that meeting and \\Titten down the questions raised by <br />Chairperson Nixt, which likely apply to this plat as much as they did to the previous plat. <br />Commissioner Brauer reviewed the following issues raised by Chairperson Nixt regarding the <br />previous plat <br /> <br />Lining: UP the streets: Commissioner Brauer stated even though they are close to the City <br />guidelines, it is difficult to get in and out of the Lord Life entrance/exit now, let alone if they <br />were to add another road across the street from it at such a close spacing. <br /> <br />Need to plan for the whole area: Commissioner Brauer commented these landholders do not <br />seem to be able to work this out. It is not within the City's power, nor should the City tell the <br />landowners they have to work it out. <br /> <br />Density: Commissioner Brauer noted this applied to the PUD more than to the R-2; this plat <br />meets the R-2 requirements. <br /> <br />The road being adiacent to Nowthen Boulevard: Commissioner Brauer pointed out the far part of <br />the road on the plat is virtually only a few feet from NO\vthen Boulevard. The question regarding <br />that from a safety point of view is whether it will disorient drivers, especially at night. This is a <br />safety concern. <br /> <br />Commissioner Brauer commented it does not seem that this plat answers some of these issues <br />any better than the previous plat did. <br /> <br />Planning Commission/ February 1, 2007 <br />Page 7 of 12 <br />
