Commissioner Jeffrey stated he would like to echo a few comments and talk about the
educational value of this survey. They need to pick the themes out of this survey in how they
educate the public. Ramsey3 is a great start. Regarding rental property, he believes they should
not only hold the renters to a certain level, they should hold the homeowners to this level as well.
They all need to be held accountable for those values and to create a safe, attractive community.

Commissioner Dehen noted 75% of those surveyed stated the importance of maintaining
attractive neighborhoods. He stated the City should be very proactive in creating an environment
of aesthetics that are pleasing to people so they will want to come here. This does not involve a
lot of cost, it just takes vigilant enforcement, and staff needs to be given those tools to be
vigilant.

Commissioner Garnee commented there are many things that can be done to clean up properties
without requiring major improvements, as was discussed with the Highway 10 corridor. He
noted some of the biggest issues with this are in rural areas. The enforcement efforts by staff
need to be supported.

Chairperson Olson noted the high ranking of creating walkable neighborhoods.

Commissioner Garnec stated Ramsey is one of the top cities for walkways and trails through
Metropolitan Council surveys. Many people do not know what the City has to offer.

Commissioner Deben suggested this infonnation be included in the Ramsey Resident.

Chairperson Olson inquired about the next steps now that the survey has been completed.

HRA Executive Director Frolik suggested working on the BRA goals after the Ramsey3 process
has been completed.

Commissioner Strommen noted the Ramsey3 Open Space Technology session is scheduled for
the beginning of May. Her hope is that a lot of these issues would be discussed at that time.

Consensus of the BRA was to begin drafting the HRA goals following the completion of the
Ramsey3 Open Space Technology session.

COMMITTEE REPORTS

None.

EXECUTIVE DIRECTOR'S REPORT

None.

COMMISSIONER INPUT

None.

Housing and Redevelopment Authority / February 27, 2007
Page 4 of5
