CASE # J

CONSIDER TERMINATION OF PROJECTS 06-23 AND 06-36,
I57TH LANE AND RAMSEY BLVD SEWER AND WATER EXTENSIONS
By: Steven Jankowski, City Engineer

Background:

At the February 13, 2007 Public Works Committee meeting feasibilities for two sewer
and water extension projects were reviewed. Project 06-23 considered the extension of
sanitary sewer and water service to17 properties along lsih Lane from Ramsey
Boulevard to the end of the cuI de sac to the east. These improvements also included the
associated street and storm water improvements typically found in developments with
municipal services. Project 06-36 considered the extension of sanitary sewer and water
service to 24 properties adjacent to or near Ramsey Boulevard between 1491h A venue and
153rd Avenue.

The Committee and the City Council directed that a meeting with these two
neighborhoods be held to receive feedback on how these projects would be received in
light of the costs identified in the draft feasibility studies. Such a meeting was held on
March 22, 2007 in the Alexander Ramsey Room of Ramsey City Hall. Attendance at this
meeting included 40 residents who signed in on the attached attendance as well as Mayor
Gamec and Councilperson and Committee Chair Elvig. The consensus of the residents in
attendance was apparently unanimous that the project cost exceeded affordability for both
these projects. Assessments were in the neighborhood of $300 per foot plus trunk charges
and hookup fees and costs. Comment sheets from this meeting plus several received
subsequently by mail are attached to this case. In addition a petition was received on
March 27, 2007 opposing the street and utility improvements to the 1571h Lane project.

Staff mailed the attached letter on March 23, 2007 stating that future consideration for
pursuing both of these projects any further would be discussed at this Public Works
Committee meeting.

Recommendation:

In light of the la~k of support for these projects based upon their affordability, it is staff
recommendation that both these projects be terminated and that the affected residents be
notified in writing that no further consideration will be given until such time as a petition
for a new project is received.

Action:

Motion to recommend to City Council that both these projects be terminated and that the
affected residents be notified in writing that no further consideration will be given until
such time as a new petition is received.
