Absent: CouncilmemberZimmerman. <br /> <br />Case #3: <br /> <br />Request for Site Plan Approval for a Senior Housing Facility; Case of <br />City of Ramsey and Dunbar Development <br /> <br />Zoning Administrator Frolik reported that the City is working in conjunction with the <br />Anoka County Housing and Redevelopment Authority (HRA) to develop a 50-unit senior <br />housing facility on Dysprosium Street, across the street from the City water tower. The <br />City has received a proposed site plan for the project from the Dunbar Development <br />Corporation. She explained that the site is zoned B-1 Business and a rezoning to <br />Multiple Residential has been initiated by City staff. The property is approximately 3.8 <br />acres in size and the footprint of the three-story building is 21,073 square feet, which <br />complies with lot coverage restrictions. Two accesses onto Dysprosium Street are <br />proposed and this is acceptable to the City Engineer. The building meets all of the <br />standard setback requirements. In addition, the building must be set back at least 40 feet <br />from the south property line to maintain a buffer area between the multi-family and single <br />family uses. The building is proposed to be set back 65 feet from the south property line. <br />The driveway is subject to a 20-foot setback from the adjacent single family homes to the <br />south; the plan proposes a 35-foot driveway setback. The landscape plan proposes to <br />retain some of the existing deciduous trees along the south property line to provide <br />screening from the adjacent single family homes. Staff has recommended that the <br />landscaping plans along the south property line include some conifers to provide year- <br />around screening. The building will contain 29, one-bedroom units and 21, two-bedroom <br />units. By City Code standards, 86 parking spaces would be required. The plan proposes <br />81 spaces, 56 of which are underground. The Dunbar Corporation has provided <br />information regarding the parking provisions at the Centerville and Ham Lake sites, as <br />well as Chanhassen which supports that 81 parking spaces will be adequate as very few <br />residents have two cars and some have none. The units meet the minimum square <br />footage, laundry space, and storage requirements established by City Code.
