CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a regular meeting on Tuesday, September 8, 1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. Member Present: Mayor Thomas Gamec Councilmember Carolyn Beahen Councilmember Natalie Haas Steffen Councilmember Gerald Zimmerman Members Absent: Councilmember Sheila Beyer Also Present: City Administrator James E. Norman Finance Officer Diana Lund Director of Public Works Dean Kapler City Engineer Steve Jankowski Community Development Director Cindy Sherman Police Chief David Gusta£son City Attorney William Goodrich CALL TO ORDER Mayor Gamec called the regular meeting of the City Council to order at 7:00 p.m. and led in the Pledge of Allegiance to the Flag. CITIZEN INPUT Jennifer and Todd Asmussen, 15029 Helium Street NW, Ramsey, stated they have two lots that serve as a drainage easement. They reported having a drainage problem and that they had been bringing in some fill. They were notified by telephone and by letter from City Engineer Steve Jankowski to cease the fill and to remove what they had put in. Ms. Asmussen complained that they had contacted Mr. Jankowski previously about the drainage problem and he has put in some small rocks but it, in her opinion, has not helped the problem. She stated that the fill was brought in to stabilize the soil. Mr. Jankowski agreed he had sent them a letter about removing the fill and disagreed that the fill was brought in to stabilize the soil. He pointed out there is a drainage utility easement over the entire lot. There has been some erosion but the erosion they are talking about is from the side slopes from this depression and he did not feel that was the City's responsibility to take care of. If the Asmussen's want to improve the looks of this depression, they could bring in top soil. The material they have brought in is primarily City Council/September 8, 1998 Page 3 of 11
