COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />Case #1: <br /> <br />Public Hearing and Levy of Special Assessments for the 1998 Street <br />Maintenance Program <br /> <br />Mayor Gamec adjourned the regular portion of the City Council meeting at 7:18 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:18 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that the 1998 Street Maintenance Program consists of 12 <br />individual projects covering over 20 miles of City roadway. Seven projects involve crack <br />fill, followed by sealcoat, covering 12.5 miles of street. He explained that because of <br />some very favorable bid prices this year, the actual project assessment costs are <br />considerably lower than those estimated in the February feasibility study. Project #98-01 <br />had sufficient escrow funds that were deposited by the subdivision developers to cover <br />the entire cost of this first sealcoating, therefore, this project will not be assessed. <br />Projects #98-05 and #98-07 also had developer escrows, thus their assessments were <br />substantially reduced. Five projects include one and one-half inch bituminous overlay. <br /> <br />Citizen Input <br /> <br />Jeff Uecker, 17121 Variolite, Improvement Project #98-12, asked for clarification on <br />assessing MSA streets to which Mr. Jankowski provided explanation. <br /> <br />Entered into the record is a letter from Mr. and Mrs. Robert W. Gfroerer, 16810 <br />Quicksilver Street NW, Ramsey, expressing opposition for an assessment for the lot <br />behind the lot their house is on - Project #98-11. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Beyer, Haas <br />Steffen and Zimmerman.
