BUDGET PUBLIC HEARING <br />CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a budget public hearing on Monday, November 30, <br />1998, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Gerald Zimmerman <br /> <br />Members Absent: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen. <br /> <br />Also Present: <br /> <br />Councilmember-Elect Susan E. Anderson <br />Councilmember-Elect Terry Hendriksen <br />City Administrator James E. Norman <br />Finance Officer Diana Lund <br />John Enstrom, Resident <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Budget Public Hearing to order at 7:05 p.m. and announced that <br />it was the Truth-in-Taxation public hearing. He noted that Ramsey traditionally has a <br />low turnout which is because of its Iow taxes. <br /> <br />City Administrator Norman noted the handouts and gave a brief overview of same <br />covering the basic concepts of city budgeting. He showed what portion of the tax dollar <br />actually comes to the City, noting a slight increase, however, still holding fairly constant. <br /> <br />Finance Officer Lund explained how property taxes are determined, explaining also the <br />property classification rates and the tax capacity rates in comparison to other <br />communities. She explained what LGA (Local Government Aid) is and then went on to <br />the cover the general fund. She noted the expenditures versus the revenue and presented <br />a chart showing where the revenue is coming from and noted what the expenditures are <br />so that the taxpayers can see where their tax dollars are going. Ms. Lund noted the cost <br />for public safety, which includes police, fire, public works, etc., and the costs for parks as <br />well as administrative. <br /> <br />Upon inquiry, Mr. Norman explained the formula for how LGA is figured. <br /> <br />Ms. Lund added that the amount of TIF dollars coming into the City reduces the amount <br />of the LGA. <br /> <br />Budget Public Hearing/November 30, 1998 <br /> Page 1 of 2 <br /> <br /> <br />
