The public hearing closed at 7:18 p.m.

Council Business

Mayor Gamec called the regular meeting of the City Council back to order at 7:18 p.m.

Chief Gustafson explained that Amanda E. Dressler of Santo Productions applied for the
liquor license for The Lighthouse Bar and Grille. She purchased the Lighthouse from
business owner Robert Carlson. Terms of the purchase from Mr. Carlson have been
disclosed to the City Administrator and the Police Chief. Ms. Dressler will be leasing the
building from SCD Inc. The property taxes are current and there are no outstanding
liquor taxes.

Councilmember Haas Steffen stated there has been a suspension of license at this
premises. This Council has made it known that they plan to come down harder on an
establishment that has a second violation.

Chief Gustafson reported that he has advised the new owner of the Lighthouse's previous
history.

Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman
to approve an on-sale and Sunday liquor license application for Amanda Dressler of
Santo Productions, and that the new owner has been advised of the past history of license
revocation for one day and to include the letter from the Zoning Administrator informing
Ms. Dressler of no outdoor activities.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen,
Zimmerman, Beahen and Beyer. Voting No: None.

Case #2: Request for a Home Occupation Permit; Case of Christine Prigge

Zoning Administrator Frolik noted that Christine Prigge was unable to attend tonight's
meeting, however, her husband Patrick is present. Ms. Prigge is requesting approval for a
one-chair beauty salon in her home. She would serve about 10 clients a week, three
nights a week. The Planning Commission conducted a public heating and there were no
written or verbal comments made.

Patrick Prigge, 6030 - 143ra Lane NW, noted the hours of operation established and
inquired if there is an opportunity to make any changes. Christine would like some
flexibility to offer a wider range of service - such as doing wedding parties, etc.

Mayor Gamec felt that the main concern would be the number of clients.

City Council/December 15, 1998
