Motion by Councilmember Haas St&fen and seconded by Councilmember Beahen to <br />introduce an interim ordinance establishing a moratorium on the rezoning and <br />subdividing of land within a part of the City of Ramsey, Anoka County, Minnesota. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, <br />Beyer and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />direct that the City Attorney approach participants on both sides of this issue and invite <br />himself in as a representative of the City. <br /> <br />Further discussion: Mr. Dom stated that Mr. Goodrich is invited to attend the meetings. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #6: Senior Citizen Housing Land Acquisition Issues <br /> <br />City Attorney Goodrich stated that we have been in the process of acquiring property at <br />the intersection of C.R. #5 and T.H. #47 for construction of a proposed senior citizen <br />housing project. The condemnation process had begun but we were able to close without <br />condemnation. We negotiated with the estate and then it was transferred immediately to <br />the HRA. The Laws family was very cordial and good to work with. We will present a <br />plaque in memory of their father and grandfather who owned that property since the <br />1930's. County Commissioner Berg will work with the City on that. Staff is asking for <br />approval of the $252,000 appraisal of value and agreement to amend the joint powers <br />agreement. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />adopt Resolution #98-12-295 approving the appraisal value in the amount of $252,000 <br />for acquisition of the senior citizen housing parcel located west of Highway #47, south of <br />County Road #5 and east of Dysprosium Street. <br /> <br />Further discussion: Councilmember Haas Steffen stated she wanted to make certain that <br />staff talks to the Anoka County Historical Society about checking on things in the <br />buildings and on the property that may have historical value. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Attorney Goodrich stated that Council does not have to approve the amendment to the <br />joint powers agreement with the Anoka County HRA at this point in time. <br /> <br />City Council/December 8, 1998 <br /> Page 7 of 13 <br /> <br /> <br />
