<br />Chairperson Strommen suggested the City may determine to require additional park dedication <br />beyond just the trail corridor along the lake shore to provide a larger public amenity. <br /> <br />The Committee discussed the following possibilities for the Sunfish Lake area: swimming hole, <br />paddle boats, fishing, and a concession building, <br /> <br />Councilmember Elvig noted the importance to consider possible complaints from the existing <br />residents on the lake with this quiet area becoming a park. <br /> <br />Chairperson Strommen indicated this will be addressed with the concept plan. She pointed out <br />this is one of two lakes in the City of Ramsey; there is public property on this lake with a public <br />value and an opportunity to do something unique. <br /> <br />Parks Supervisor Riverblood stated this planning endeavor will flush out those kinds of questions <br />as part of the public process. The residents should be involved in providing valuable input. <br /> <br />Chairperson Strommen stated the trails in this area are packed with people. Planning for this <br />area is long overdue; it was a promise to the residents with the Village of Sunfish Lakes as part <br />of the mitigation for the increased density, and park dedication fees were dedicated for this area. <br /> <br />Councilmember Elvig concurred. <br /> <br />Mr. Riverblood stated the funding source for this planning would be the Park Trust Fund. This <br />planning will work well with the 2008 CIP planning later this year, as well asthe Comprehensive <br />Plan process. It is believed that the master plan for this municipal parcel could be in place by <br />January 2008. <br /> <br />Councilmember Look requested clarification that this entire area will not be turned into a park, <br />and there will be a study of the park possibilities. <br /> <br />Chairperson Strommen-there will be a review of what the development scenarios might be and <br />the effect of the development. The needs of the park would change based on the number of <br />residents in the area. <br /> <br />Councilmember Look asked how many community parks there are currently in the City. <br /> <br />Mr. Riverblood replied there are about 24 parks that have some level of development. There are <br />larger community parks and neighborhood parks, and some that are to some degree maintained <br />as open space. <br /> <br />Councilmember Elvig asked how many acres of parkland there are in the City excluding park <br />trail. <br /> <br />Mr. Riverblood replied there is in excess of 500 acres of parkland in the City with about 200 of <br />the acres actively managed. <br /> <br />Finance Committee / March 27, 2007 <br />Page 2 of 4 <br />
