<br />Councilmember Jeffrey inquired about the maintenance of the private road. <br /> <br />Mr. Rollings replied the homes and lots would not be association maintained, but the street <br />would be. He lives in a development in Plymouth where they pay $280 per year for street <br />maintenance to an association. He indicated the plan could be changed to include smaller two- <br />story homes, but that would eliminate one of the biggest pieces of advice they received from the <br />Planning Commission for one-level single-family living. He stated they are requesting the sixth <br />unit to come close to accommodating what they had intended for the site originally. <br /> <br />Mayor Gamec stated access to the development should be discussed with Public Safety Staff. <br /> <br />Councilmember Jeffrey stressed the need for a public road and right-of-way and a cul-de-sac <br />rather than a hammerhead. <br /> <br />Associate Planner Daines indicated this will come back to the Planning Commission for <br />preliminary plat review if the developer chooses to move forward conforming to single family <br />standards based on the comments of the Council. <br /> <br />Community Development Director Trudgeon requested Case No.4 be moved up next in the <br />agenda. <br /> <br />4) Symphony at Town Center Revised Site Plan <br /> <br />Community Development Director Trudgeon reviewed that in July of2005, City Council granted <br />final plat and final site plan approval for K. Hovanian Home's Ramsey Town Center 7th Addition <br />- Symphony. The project consists of 190 townhomes on approximately 21 acres. The final plat <br />and site plan included 33 buildings containing 36 back-to-back units (Chateau) and 154 row <br />house units (Hometown). Mr. Trudgeon stated the developer has recently approached the City <br />with a proposal to flip the ratio of back-to-back units and row houses. The developer has <br />indicated that in today's market, the price point of the back-to-back units makes it a better seller <br />than the row house. Mr. Trudgeon explained the proposed change to the plat and site plan would <br />increase the 36 back-to-back units to 100 and decrease the 154 row houses to 86. The net result <br />is 186 units overall; a net decrease of 4 units from the 190 originally approved. The changes will <br />occur on Block 2 and the west half of Block 3. These changes will require a new plat and site <br />plan approval for these areas. <br /> <br />Mr. Sean Siders, K. Hovanian Homes, stated they have seen such a sales push towards the <br />Chateau and the lack of interest in the row house. This is not being proposed lightly; they want <br />to see this project continue to move forward. Ramsey Town Center 7th Addition- Symphony is <br />currently out of inventory right now on the Chateau, and without this change they will be out of <br />their most popular unit. <br /> <br />City Council Work Session I March 20, 2007 <br />Page 11 or 13 <br />
