<br />baseline information to make these decisions from an informed standpoint. Many of these <br />decisions will likely come through the comprehensive planning process as they look at land use <br />designation and policy, but they cannot do it without the information of what is on the ground. <br /> <br />Councilmember Look stated his concern is when a policy does come about that the people are <br />still brought into the decision making, and that it does not just involve the City determining that <br />there could be a significant reduction in a hindowner's property with development not allowed. <br />This will need to be flushed out as they move this forward. <br /> <br />Mayor Gamec noted there will be many comments coming forward on that particular issue at the <br />time of the public hearing. He noted in one instance a development was reviewed where a <br />wetland had changed over time and the landowner actually gained two to three acres. <br /> <br />Councilmember Strommen pointed out this inventory goes beyond wetlands; it is a much broader <br />look at all of the natural resources, including upland features. <br /> <br />Councilmember Elvig stated one thing encouraging to him is that completing an inventory does <br />not mean someone's property value will be decreased; it may actually increase someone's <br />property value. They are finding that a quality wetland may actually increase the value of an <br />individual's property. <br /> <br />Councilmember Strommen stated public input will be one of the key things in this process with <br />the public open house in the initial stages. The information learned from that public input will be <br />used as they make decisions in the future. <br /> <br />Councilmember Jeffrey asked if this inventory process will be incorporated into the <br />comprehensive planning process. <br /> <br />Environmental Coordinator Anderson replied the intent is to have the inventory process <br />completed by the end of August so the information can be incorporated into the comprehensive <br />planning process. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to authorize the Mayor <br />and Interim City Administrator to enter into a Professional Services Agreement with Bonestroo <br />for a Natural Resources Inventory in an amount not to exceed $34,646.00 <br /> <br />Further discussion: Councilmember Elvig verified with Environmental Coordinator Anderson <br />that the funding source for this agreement will be the Landfill Tipping Fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Elvig, Look, and <br />Strommen. Voting No: None.
