CASE # ORDER 2007 STREET MAINTENANCE PROGRAM By: Steven J. Jankowski, City Engineer Background: The 2007 program consists of eleven individual projects addressing the maintenance needs on 20.73 miles of City streets. Projects 07 -01 through 07 -07 which covers 15.27 miles of City streets, will receive a sealcoating preceded by sealing of cracks having widths which exceed one - quarter inch. The 2007 program includes sealcoating of 3.53 miles of MSA streets and is included in project 07 -07. Projects 07 -08 through 07 -11 which involve 5.46 miles of street, will receive a one and one -half inch bituminous overlay of the existing bituminous pavement following the repair of failed areas by the Public Works Department and identified drainage improvements will be included in the bituminous overlay. Funding Sources: The 2007 program is proposed to be financed through a number of funding sources including MSA funds, developer escrows, special assessments, and City general funds. A summary of the anticipated funding is presented below. General Fund $ 357,904 Assessments $ 381,673 MSA Funds $ 124,700 Developer Escrows $ 32,331 Total $ 896,608 Project 07 -01 will not be an assessment project since funds for the first sealcoating of newly constructed streets have been escrowed by the project developer for this purpose. Project 07 -07 is comprised of collector MSA streets which experience higher project costs because of their wider pavement and need for stripping and pavement markings. In addition, these streets have lower unit densities as a result of the effort made to minimize the number of accesses to these streets. This project will assess fronting properties along these streets the average sealcoating assessment for 2007 program. The City has requested $124,700 in MSA funds to assist in the financing of this project. Costs associated with the storm water improvements will be funded by the Storm Water Utility. It is anticipated that bids for this work will be opened on May 14, 2007 and will be presented to the City Council for consideration of award on May 22, 2007. Recommendation: It is recommended that the Council accept plans and specifications and authorize solicitation of bids for the 2007 Street Maintenance Program.
