FC CASE # I
REJECTION OF FIRE ENGINE BIDS AND AUTHORIZE REVISED
SPECIFICATIONS AND TO SOLICIT BIDS
By: Dean Kapler, Fire Chief
Background:
On February 13, 2007 City Council accepted staff's specifications and authorized soliciting bids
for a new fire engine. Bid proposals were received from two manufacturers, Custom Fire and
Rosenbauer- General. Custom Fire's proposal was $399,818 and Rosenbauer- General was
$401,752. Although the bids were within $1934 of each other, staff was disappointed that the bids
exceeded the 2007 budgeted amount of $360,000.
Staff has reviewed the proposals and is recommending one of the following three options:
1) Accept the lowest responsible bid.
2) Accept the lowest responsible bid and value engineer cost from the bids to closer
conform to the budget for this purchase.
3) Reject both bids, alter the specifications to lower the cost of manufacture and re -bid.
Funding:
The amount of $360,000 is included in the adopted 2007 budget (220 -6550) and will be funded
through capital equipment certificates.
Recommendation:
Staff recommends to Finance Committee to motion Council to reject received bids, accept the
revised specifications and authorize rebid for a new fire engine.
Committee Action:
Recommend to City Council to acceptlreject staffs recommendation.
Council Action:
Motion to accept/reject Committees recommendation.
Reviewed By:
City Administrator
Finance Director
Fire Chief
FC: 04/24/2007
