March 14, 2007 <br />Re: Informational Meeting regarding Feasibility Study for 157` Lane Sanitary Sewer and <br />Water Extension <br />Dear Property Owner, <br />A petition signed by 15 of the 17 properties along 157 Lane was presented to the City <br />on February 14, 2006. Several feasibility study drafts which describe the scope of the <br />improvements and identify the associated costs have been reviewed by the Public Works <br />Committee and City Council since that time. Enclosed is a copy of the latest draft of this <br />study. I would encourage you to review its contents particularly the sections describing <br />the proposed improvements and the financing. Since many of the residents have <br />expressed interest in subdividing their properties, please note that figure 2 provides a <br />conservative estimate of the potential for creating additional lots. <br />At this time I would like to invite. you to an open house to be held on Thursday March <br />22, 2007 between 7:00 and 8:30 pm in the Alexander Ramsey Room of the Ramsey <br />Municipal Building, 7550 Sunwood Drive. You are welcome to come at any time during <br />this period. There will be a brief presentation of the study at 7:30 pm. The purpose of <br />this meeting will be to answer any questions you might have regarding this study. Unless <br />significant changes are suggested as a result of this meeting the next step would be to <br />conduct a public hearing before the City Council <br />The City Council will make the final determination of the contents of the feasibility study <br />following the public hearing which would then become the governing document for the <br />project. Property owners have control over whether the project proceeds by petitioning <br />for or against the propertywithin sixty days following the close of the public hearing. If <br />the project is not opposed by more than 50% of the property owners the City Council <br />may order the project. The council has indicated that prior to ordering this project there <br />will need to be some assurance of the property owner's willingness to pay for the project. <br />Several options for this are currently being investigated. <br />I look forward to meeting with you to discuss this project further. <br />Sincerely, <br />Steven Jankowski, PE <br />City Engineer <br />
