1) Report on Contingent Offer for Property Facilitation the Neon Street <br />Connection between 157 Lane and 157 Avenue <br />This case was presented at the March 27, 2007 City Council meeting. <br />2) Preservation of ROW in Vision Clearance Triangle <br />City Engineer Jankowski reviewed that in 2004 the City adopted an ordinance establishing a <br />vision clearance triangle at each intersection corner to provide adequate sight distance for <br />vehicles entering the intersection. In the process of developing this ordinance it was anticipated <br />that there would be conflicting interests between the City's concern for public safety and the <br />desires of property owners to landscape their properties. As new streets are platted staff feels <br />that such potential conflicts can be minimized if the vision clearance triangle is dedicated as a <br />portion of the right -of -way. Mr. Jankowski advised the recommendation of the Committee was <br />that the platting requirements be modified to require the inclusion of the vision clearance triangle <br />as a portion of right -of -way dedication. <br />Mayor Gamec commented some of the major problems are the older intersections. It is a major <br />concern and safety problem at some of these intersections where hedges are coming out onto the <br />street. <br />City Engineer Jankowski indicated the ordinance that was passed in 2004 addresses the existing <br />situations. This modification is being done to further define the City's property rights to that <br />triangle so the homeowner is not involved at all. <br />3) Consider Adoption of Parking Ramp Bicycle Locker Rental Agreement <br />City Engineer Jankowski stated some of the amenities associated with the new parking ramp are <br />eight bicycle lockers which enhance the multimodal dimension of the parking ramp. These <br />lockers are to be available to the public on a first come basis. Included in the Council's packet is <br />a rental agreement for the use of these lockers. The agreement is very specific on what the <br />lockers can be used for. It is limited to bicycle transportation type of purpose and prohibits other <br />types of uses. It also gives the City inspection rights and establishes deposit fees and grants the <br />renter the first right to renew the rental for the next year. There are four double boxes at a cost of <br />$10 per year with a $100 key deposit. <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No. 2 and 3 and to direct that the <br />platting requirements be modified to require the inclusion of the vision clearance triangle as a <br />portion of right -of -way dedication, and to adopt the draft Bicycle Locker Rental Agreement. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br />City Council / April 10, 2007 <br />Page 17 of 20 <br />
