<br />firefighters who meet firefighter performance standards and who have received the Fire Inspector <br />I certification from the State of Minnesota to be eligible for a 12 month assignment as paid-on- <br />call firefighterlfire inspectors. The pool of three paid-on-call fire inspectors would be allowed to <br />work a total of up to 10 hours weekly at a proposed wage of $ 19/hour. Each paid on-call fire <br />inspector would be required to complete at least 20 inspections to be removed from probation, <br />pending the recommendation of the Fire Chief. Chief Kapler stated this would be analyzed at the <br />end of the year with a review of whether this needs to be decreased or expanded. <br /> <br />Councilmember Jeffrey stated the Personnel Committee recommended that City Council accept <br />staff s recommendation. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No. land to accept staffs <br />recommendation and adopt Resolution #07-04-099 authorizing the utilization of a paid-on-call <br />fire inspector assignment at a rate of $ 19/hr for a maximum of 10 hours per week. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Dehen, Elvig, <br />Look, and Strommen. <br /> <br />Case #2: <br /> <br />Request for Preliminary Plat and Preliminary Site Plan Review or Ebony <br />Woods; Case orDPM Investments, Inc. <br /> <br />Community Development Director Trudgeon stated Case No.2, 3 and 4 will be discussed <br />together. Action should be taken in the order of Case No.4, Case No.3 and then Case No.2. <br />Mr. Trudgeon stated Case No.2 is the request for preliminary plat and preliminary site plan <br />review of Ebony Woods. DPM Investments has submitted a preliminary plat and site plan to <br />develop six twinhome units (3, two-unit structures) on the property located on the east side of <br />Ebony Street NW, just south of Super Bowl. This proposed development has been before the <br />Council at regular City Council meetings on September 26, 2006, November 14, 2006 and <br />January 9, 2007. Council has also discussed the proposed development in work sessions on <br />October 10,2006 and March 20,2007. <br /> <br />Community Development Director Trudgeon stated the applicant has submitted several revised <br />color building elevations, which are included in a separate packet from the agenda. The <br />submitted elevations meet the R-2 District requirements. Council most recently reviewed this <br />case at the March 20, 2007 work session, and directed the applicant to prepare additional <br />revisions to the building elevations, which are marked as "5th Submittal" in the Council's packet. <br />The revised elevations show some additional landscaping around the entrances and between the <br />garages. The units appear to be offset a bit within the building, and the buildings themselves are <br />staggered a bit. This is difficult to verify without a revised site plan; if this proposal moves <br />forward, these revisions would need to be reflected on the final plat submittal. The latest <br />elevations show different color shingles being used between each unit, which staff would <br />recommend against. .Staff also recommends that the front doors be brought forward, and more <br />decorative pillars be used rather than the posts shown. Mr. Trudgeon advised the review <br />time line for all the Ebony Woods cases expires tonight, so a decision is required at this Council <br />meeting, unless the applicant is inclined to grant a third extension.
