Zoning Administrator Frollk stated the Groothosen's submitted a proposal to remove the blighted <br />Quonset hut and replace the accessory building space they lose in that demolition, along with that <br />lost in the fire of 1997, with a brand new building that is 180 square feet less than the total of the <br />two previous buildings. She explained Mr. Groothosen is a self-employed contractor and is <br />attempting to store his commercial equipment and vehicles indoors. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Wivoda, to recommend that City <br />Council adopt Findings of Fact in the affirmative relating to Kevin and Mary Groothosen's <br />request for a conditional use permit. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Jensen, Wivoda, Anderson, <br />Deemer, LaDue, and Terry. Voting No: None. Absent: None. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry, to recommend that City <br />Council approve Kevin and Mary Groothosen's request for a conditional use permit for an <br />overage in accessory building space and single accessory structure size limits at 14915 Puma <br />Street NW, based on the findings of fact. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Anderson, <br />Jensen, LaDue, and Wivoda. Voting No: None. Absent: None. <br /> <br />Case #4: <br /> <br />Request for Site Plan Review; Case of Rademacher Companies and Bill's <br />Superette <br /> <br />Zoning Administrator Frolik explained Rademacher Companies submitted a site plan for the <br />development of an 8,000 square foot convenience store including gas sales and a 2,160 square <br />foot car wash at the intersection of TH ~47 and 153rd Avenue. In accordance with MnDOT <br />recommendations, the access from TH ~47 will be a northbound right-in only and will be <br />abandoned when 153rd and TH #47 is signalized. Three accesses are proposed from 153rd <br />Avenue. The City Engineer is acceptable to the proposal. All driveways, off-street parking and <br />maneuvering areas are proposed to be surfaced with concrete and finished with B-612 concrete <br />curbing. Code requires a minimum of 40 parking spaces for the facility, however, 41 are <br />proposed. She indicated the plan submittal is still deficient of lighting specifications. <br />Modifications were requested for additional tree plantings. The developer will be required to <br />construct a trail segment parallel to St. Francis Boulevard. <br /> <br />Gene Branstrom, Branstrom Architects, stated a willingness to comply with landscaping requests <br />and the extension of the trail. <br /> <br />Commissioner Jensen inquired on the color of the metal panels over the doors and windows and <br />asked if the building would be brick faced. Mr. Branstrom indicated the building would be brick <br />and rock faced. He stated no decision had been made on colors and indicated previous locations <br />have used a wide range of color schemes.
