PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, July 7, 1998, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a <br />request for a conditional use permit for a private dog kennel to maintain more than two adult dogs <br />on a parcel; case of Mark and Doni Heule. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Leo Anderson <br />Commissioner Benjamin Deemer <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Joe Wivoda <br /> <br />Members Absent: <br /> <br />Commissioner Sharon Jensen <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br />Community Development Assistant Sean Walther <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden convened the public hearing at 7:42 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained the applicants are requesting a conditional use permit to <br />maintain a maximum of eight (8) adult dogs on the property. The property is approximately 3.9 <br />acres in size and is zoned R-1 Rural Residential. The applicants provided a site plan and text <br />which indicted that they raise show dogs that reside in the home. The dogs are only let outdoors <br />for exercise in a 2 acre fenced yard. The dogs are not outdoors when no one is home, most of the <br />dogs have been surgically debarked, and generally there are only 6 on the property at any given <br />time as two of the eight are usually with the handler in Texas. <br /> <br />Zoning Administrator Frolik distributed copies of a telephone statement received on July 7, 1998, <br />from Terry Belschner, 7319 - 162nd Lane NW. Mr. Belschner stated opposition to the <br />conditional use permit as dog noise in the neighborhood had sharply increased within the last year <br />and indicated part of that increase was due to the Heules' dogs. <br /> <br />CITIZEN INPUT <br /> <br />Ann Gihl, 16170 Olivine Street NW, said her property abuts the applicants' property.
