Request for a Conditional Use Permit for a Personal Communication System Antenna on <br />the City Water Tower; Case of PageMart Wireless, Inc. <br /> <br />Request for a Conditional Use Permit to Grade Soils; Case ofRonald Kabat <br /> <br />Request to Rezone Ramsey Senior Housing Site from B-1 Business to Multiple <br />Residential; Case of the City of Ramsey <br /> <br />Request for a Conditional Use Permit to Grade and Export Soils; Case of Gerald Bauer <br />(continuation from July 7, 1998) <br /> <br />Chairperson Bawden called the regular meeting back to order at 8:00 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #7: <br /> <br />Request for a Site Plan Review; Case of Indianhead Construction and A&R <br />Mfg. <br /> <br />Zoning Administrator Frolik stated the plan proposes to construct an office/manufacturing facility <br />on Lot 1, Block 1, Business Park 95 - 7th Addition. The site is approximately 1 acre in size and <br />the building would be 11,049 square feet. The exterior walls of the building are proposed to be a <br />combination of painted rock face, split-rib and scored concrete block. Waste storage areas would <br />be provided inside the building. She stated the landscape plans complies with the 20 foot wide <br />landscape requirements along Unity and 140th Avenue. Staff recommended future plantings on <br />the south and east sides of the property be incorporated into the current planting proposal. The <br />landscaping on the south and east sides would help screen loading dock activity from the adjacent <br />parcels. <br /> <br />City Engineer Jankowski stated grading would be done in conjunction with 140th Avenue which <br />would serve the site. He said catch basins would be located on the extension of the eastern line of <br />the property. Storm sewer to the southeast comer of the property would drain into a swale on <br />the south of the site. The storm sewer would be extended westerly along the south line and cross <br />Unity Street, discharging into the regional detention pond. He stated them would be drainage <br />opportunities for the development to the eastern or southern line. <br /> <br />Richard Foster, Indianhead Construction, said the landscaping had been revised per staff direction <br />and B~612 curb would be included. Lighting would be wall packs on the side of the building and <br />should not cause interference with traffic. He stated lighting on Unity Street would aid in lighting <br />the property. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Terry, to recommend that City <br />Council approve the proposed site plan for Indianhead Construction and A&R Manufacturing <br />contingent upon compliance with the City Staff Review Letter dated July 29, 1998. <br /> <br />Planning Commission/August 4, 1998 <br /> Page 3 of 13 <br /> <br /> <br />
