PUBLIC HEARING
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Planning Commission conducted a public hearing on Tuesday, October 6, 1998, at
the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, regarding a
request for a conditional use permit to grade and export soils; case of City of Ramsey and Anoka
County Housing and Redevelopment Authority.

Members Present:

Acting Chairperson Benjamin Deemer
Commissioner Leo Anderson
Commissioner Sharon $ensen
Commissioner Charles LaDue
Commissioner Joe Wivoda

Members Absent:

Chairperson David Bawden

Also Present:

Community Development Director Cindy Sherman
Community Development Assistant Sean Walther

CALL TO ORDER

Acting Chairperson Deemer convened the public hearing at 9:04 p.m.

PRESENTATION

Community Development Director Sherman explained the application is a request for exporting
soils off of the senior housing site using a haul route by Dysprosium Street NW to County Road
#5 south to Industry Avenue, and Industry Avenue west to A.E.C. Energy Park. The approved
grading plan reviewed in August would have required exporting approximately 8,000 cubic yards
of soil from the site. This would have necessitated a seven to eight-percent grade on the driveway
into the underground parking garages, which is not a desirable situation. Therefore the grading
plan has been revised to maintain a five to six-percent slope on the driveway into the underground
parking garages. This plan requires raising the site elevation approximately two feet by retaining
most of the soils on site and exporting 1,800 versus 8,000 cubic yards of material.

CITIZEN INPUT

There was none.

Public Hearing/Planning Commission/October 6, 1998
Page 1 of 2
