However, on August I, 1995. shortly before the expiration <br />of the nine month period, the amendment to section 473.864. subd. 2 described above became <br />effective. This had the effect, at least with regard to zoning ordinance amendments, of delaying <br />until December 3 I, 1998 the date by which cities must amend their zoning ordinances to conform <br />to their comprehensive plans. As a result, Ramsey continues to be under a mandate to make its, <br />official controls consistent with its amended comprehensive plan.
