baseline information to make these decisions from an informed standpoint. Many of these
decisions will likely come through the comprehensive planning process as they look at land use
designation and policy, but they cannot do it without the information of what is on the ground.

Councilmember Look stated his concem is when a policy does come about that the people are
still brought into the decision making, and that it does not just involve the City determining that
there could be a significant reduction in a landowner's property with development not allowed.
This will need to be flushed out as they move this forward.

Mayor Gamet noted there will be many comments coming forward on that particular issue at the
time of the public hearing. He noted in one instance a development was reviewed where a
wetland had changed over time and the landowner actually gained two to three acres.

Councilmember Strommen pointed out this inventory goes beyond wetlands; it is a much broader
look at all of the natural resources, including upland features.

Councilmember Elvig stated one tlling encouraging to him is that completing an inventory does
not mean someone's property value will be decreased; it may actually increase someone's
property value. They are finding that a quality wetland may actually increase the value of an
individual's property.

Councilmember Strommen stated public input will be one of the key things in this process with
the public open house in the initial stages. The iluornlation leamed from that public input will be
used as they make decisions in the future.

Councilmember Jeffrey asked if tllis inventory process will be illcorporated into the
comprehensive planning process.

Enviromnental Coordinator Anderson replied the intent is to have the inventory process
completed by the end of August so the information can be incorporated into the comprehensive
plamling process.

Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to authorize the Mayor
and Interim City Admillistrator to enter into a Professional Services Agreement with Bonestroo
for a Natural Resources Inventory in an amount not to exceed $34,646.00

Further discussion: Councilmember Elvig verified with Environmental Coordinator Anderson
that the funding source for this agreement will be the Landfill Tipping Fund.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Olson, Elvig, Look, and
Strommen. Voting No: None. Absent: Councilmember Dehen.

Case #3:

2007 Arbor Day Event-Update on Environmental Expo

Enviromnental Coordinator Anderson stated for more than 15 years, the City, in conjunction
with Ramsey Elementary School, has sponsored an Environmental Expo.
