However, it is noted that the back-to-back buildings are being increased from 6 unit to <br />8 and 10 unit buildings. <br /> <br />The maximum front yard setback from the sidewalk or property line is 20 feet; and as with Town <br />Center 7th, the higher priority is to apply the maximum setbacks to main public streets. Two of <br />the back-to-back buildings on Block 1 are architecturally oriented towards Bunker Lake Blvd. <br />and meet the 20 foot maximum front yard setback. The architectural front of the middle building <br />is oriented towards 146th Lane N.W., and exceeds the maximum front yard setback from that <br />private street. The alternating architectural orientation and positioning provides for a mix in the <br />view both from Bunker and 146th. However, Staff feels that orientating . all 3 of the building <br />towards Bunker Lake Blvd. is more in keeping with Town Center Guidelines. There is enough <br />space available to maintain the varying setback concept from Bunker Lake Blvd., even with all 3 <br />fronting on Bunker Lake Blvd. <br /> <br />On Block 2, the structures fronting on 146th Avenue N.W. and Traprock Street N.W. all comply <br />with the 20 foot maximum setback. The most southeastern back-to-back building fronting on <br />East Ramsey Parkway has one corner of the building that is 24 feet from the property line and the <br />other corner is 17 feet from the property line. The Town Center Guidelines allow for a deviation <br />in setback maximums ifno more than 25% of the building is beyond the maximum setback. It is <br />Staff's opinion that the placement of this building is acceptable and does not require.a variance. <br /> <br />The rowhouse building in the southeast corner of Block 2, fronting on Rhinestone Street N.W. is <br />26 feet from the property line along East Ramsey Parkway. Town Center Guidelines recommend <br />building to the comers of each block. Staff interprets that guideline to suggest that the rowhouse <br />at the southeast corner of Block 2 should be shifted south to bring it to within 20 feet of the <br />property line along East Ramsey Parkway. Because of the curve in East Ramsey Parkway, one <br />corner of the building may meet the 20 foot maximum but the other corner may exceed that <br />maximum setback. The 25% overage in setback allowed in the guidelines would also be applied <br />in this case and no variance would be required provided the building is shifted further south. <br /> <br />The rowhouse building at the northeast corner of Block 2 received a variance to the maximum <br />setback from Rhinestone Street with the plat of Ramsey Town Center 7th Addition. That <br />variance shall remain in effect. <br /> <br />The minimum driveway length is 20 feet; all of the units comply with this requirement. <br /> <br />As with the previous plat, the revised plans show a combination of public and private streets. All <br />of the private streets will be 24 feet wide and meet City standards for length. <br /> <br />The TC-4b District requires 2 off-street parking spaces for each unit. The double garages and <br />driveways provide 4 off-street parking spaces for each unit. The previous site plan contained a <br />total of 58 overflow parking spaces over the entire project area. The revised plans also provide <br />58 overflow parking spaces overall. <br /> <br />Park dedication requirements were fulfilled with the [mal plat of Ramsey Town Center 7th <br />Addition. <br /> <br />The Grading and Drainage and Utility Plans have been reviewed. The necessary revisions are <br />listed in the City Staff Review Letter. <br /> <br />10 <br />
