<br />4) Consider Financing for 160thLane Paving Project <br /> <br />Councilmember Elvig indicated he will not be participating in this discussion due to his brother- <br />in-law's involvement. <br /> <br />City Engineer Jankowski stated the TraPJ?ers Ridge subdivision consists of a two lot subdivision <br />which was platted at the temlinus of 160 Lane in 2004. The westernmost 420 feet of 160th Lane <br />has not been constructed, however a 66 foot road easement existed over the two properties at the <br />end of the paved street. At the February 7, 2007 City Council work session the Council <br />addressed this issue that was forwarded to them at the September Public Works meeting. The <br />Council agreed that if a right-of-way is to be used by the general public it needs to be maintained <br />by the City. Council directed that paving of this segment of street be added to the program for <br />street improvements scheduled for tlle summer of 2006. Bids were opened in July 2006 for <br />paving this segment of street. The cost was $45,419 which was considerably higher than the <br />$26,000 estimated and the project was not awarded, but was to be reconsidered at a later date. <br />Staff recommends that the PIR fund not be reduced any further at this time to fund this project. <br />but be included in the 2008 through 2012 Capital Inlprovement Progranl to detemline the <br />appropriate project date. The recommendation of the Committee was that the paving of 160th <br />Lane not be constructed in 2006 and that it be added to the 2008 through 2012 Capital <br />Improvement Program to detennine the appropriate project date. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to ratify the recommendation of <br />the Public works Committee in Case No.4 and to direct that the paving of 160th Lane not be <br />constructed in 2006 and that it be added to tlle 2008 through 2012 Capital Improvement Program <br />to determine the appropriate project date. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Dehen, Jeffrey, Look, and <br />Strommen. Voting No: None. Abstain: Councilmember Elvig. <br /> <br />5) Parking Ramp Safety Concern <br /> <br />City Engineer Jankowski stated the snow disposal chute is located in the southwest COl11er of the <br />parking ramp and has openings on the top of the ramp as well as on the third level. At street <br />level there is an opening facing Civic Center Drive large enough to allow tandem axle trucks to <br />enter beneath the chute and be loaded. This truck access is secured by two large doors. It has <br />been brought to the attention of staff tllat a safety issue may exist in that the openings could <br />allow an inattentive bicyclist to crash and project over the wall and into the snow chute. There <br />are sloping concrete baffles designed to break the fall of deposited show. These baffles would <br />prevent a direct fall to the bottom. Mr. Jankowski indicated since the Public Works meeting staff <br />has worked out a low cost solution and will report to the Committee in April on the ability to get <br />the top and third level properly secured off for less than $700. <br /> <br />Councilmember Look stated this concel11 was brought to the attention of staff by a citizen, and <br />he would like to thank that citizen for being alert to safety concerns in the community.
