Memo

Concept Plan for Terrace Hills Apartments

By: Breanne Dalnes, Associate Planner

Background:

Roger Fink of Trident Development, LLC is planning to submit a formal site plan application for an
apartment building on the lot within the Ponds subdivision (property directly west of the Ramsey
water tower located on Nowthen Boulevard and Dysprosium Street). The property is currently
wned R-3 high density housing, and was rezoned as part of the Ponds rezoning request in February
of 2002. TIle original intent of the property was to be developed with approximately 60-70 units of
senior housing.

Trident Development is proposing a 63 unit, general occupancy, 3-story building on the Ponds
property, which is approximately 4 acres. The resulting density is 14.89 units per acre, which
confonns to the maximum R-3 density permitted. The project proposes 63 covered parking stalls
and 101 surface parking stalls, which equates to 2.6 spaces per unit Of the 63 covered stalls, 27 are
proposed to be attached to the building and 36 are proposed to be located in detached garages.

Based on a preliminary review of the proposal, the following items should be considered:
1) Density 1ransitioning: City Code requires density transitioning in the form of a
vegetative buffer and/or commonly-held land. Density transitioning will need to be
considered along the western boundary of the property.
2) Architectural standards: The proposed buildings must meet the architectural standards
for materials proposed, the use of brick, stone, or stucco on 35% of the front and side
fayade, and a variation of colors and architectural detail.
3) Re-routing of Highway 47: Consideration should be given to possible re-alignment of
Highway 47 when placing the proposed building. Trident Development has been
working to incorporate the worst-case alignment into their plans.
4) Wetland/Shoreland Protection: Th~ property on which the apartment.is proposed is
approximately 1,500 feet from the accepted edge of Ramsey Terrace Pond, and
therefore is not subject to the Shoreland Regulations. The western edge of the property
lies about 60 feet outside of the wetland edge, as generally delineated on The Ponds of
Ramsey plat

A formal site plan application will be required, but has not been submitted at this time. A detailed
staff review will be conducted at that time.

pc: 5.3.07

51
