<br />Environmental Coordinator Anderson indicated Mr. Hunt's wetland was field verified and there <br />should be data available. <br /> <br />Chairperson Nixt directed staff to make the data available to Mr. Hunt at no cost. <br /> <br />Environmental Coordinator Anderson indicated there are some photos of where observations <br />were made from for the wetland on Mr. Hunt's property. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Brauer, Cleveland, <br />Hunt, and Trites Rolle. Voting No: None. Absent: Commissioner VanScoy. <br /> <br />The public hearing closed at 9:59 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:59 <br />p.m. <br /> <br />Mr. Peterson stated regarding the comment that the time of the year the study was done was not <br />appropriate, it is true that f0l111al wetland delineation needs to be done during the season, but that <br />does not apply to doing this type of analysis. <br /> <br />The meeting was recessed at 10:02 p.m. and reconvened at 10:07 p.m. <br /> <br />Commissioner Trites Rolle stated she shares some of the concerns pertailllng to the roughly 10% <br />of the wetlands that have changed classification from what had been previously. This leads her <br />to wonder what the case would be with the other 2/3 were they to be walked. However, she also <br />understands the concern with funding and that the ordinance allows for the reclassification. She <br />is not certain her concerns would stop her from saying tlley could proceed with adopting the map. <br /> <br />Chairperson Nixt requested clarification that the field testing was done in accordance with the <br />appropriate standards provided by MnRAM and is not bounded by the first frost. <br /> <br />Mr. Peterson replied that is correct. A function and value analysis was being conducted; not a <br />wetland delineation where the boundaries of the wetland are physically flagged and a <br />determination is made of whether the wetland meets all the parameters for it to be a wetland. He <br />explained the main reason for the growing season is to be able to detel111ine whether there is <br />hydrology during that time period. <br /> <br />Commissioner Levine asked what the ramifications are if this map is adopted versus not adopting <br />it. <br /> <br />Environmental Coordinator Anderson explained the results of this study are the basis for the <br />requirements of the wetland buffer ordinance.
