<br />Councilmember Elvig inquired about the ability to cul-de-sac this if there were to be a closing of <br />the access to CR 5 and an extension to 146th Street, and if the cul-de-sac would be longer than <br />the 600 foot requirement. <br /> <br />Associate Planner DaInes indicated this can be verified. <br /> <br />Councilmember Look stated he would like to see the County's comments before decisions are <br />made by the City about this development. . Secondly, he watched the Planning Commission <br />meeting and there was discussion of hardship to the propel1ies to the north as far as the road and <br />the type of development they would be allowed, and the term of taking property canle up. He <br />indicated he would like to know why there is. still not agreement by the property owners to the <br />north as is noted in the staff report. ., <br /> <br />Associate Planner DaInes .replied the concel11 of the property owners to the north as she <br />understands is'that they would like to see the road on the westel11 side of the property with right- <br />of-way taken from the single family lots to the west, and that the burden be shared by them and <br />tlle single family lots with only 30 feet of their property used for the road. Staff does not feel <br />that the western route for the road is appropriate due to a number of things. The biggest concern <br />is the double frontage onto Nowthen Boulevard and to the proposed Helium Street. The western <br />route of the road would also take more of their properties as it would require 60 feet of right- of- <br />way instead of the 45 feet required with the proposed alignment. <br /> <br />Mayor Gamec noted the difficult part of this is the road, and there is also the problem with tlle <br />access. He is not sure what could be 9.one better; the property owners to the north will likely be <br />a difficult entity to work with. <br /> <br />Councilmember Look stated a wllile back the Council discussed a project near the river and they <br />were hard on the gentleman in terms of his architectural standards; looking at this proposal he <br />does 'not know that the standards are too different. He would be an advocate of any townhomes <br />that will be built in the City being nice townhomes, and he is not necessarily in agreement with <br />the drawings as proposed. , <br /> <br />Councilmember Elvig expressed concern witll trying to shoehorn this development in without <br />planning the whole strip of land. He pointed out even if the road is extended there will be people <br />stacked up on 146th Avenue trying to get out and people shooting tl1fough this neighborhood. He <br />believes it will create a problem unless there is a cul-de-sac. He expressed his agreement with <br />, the importance of the aesthetics, especially on an arterial road. <br /> <br />Mayor Gamec asked if there are any recommendations on what can be done other than extending <br />the road to the north. <br /> <br />Councilmember Strommen noted that is the main issue. She stressed the need to look at the <br />access for this whole strip.
